The Bond University’s Happiness index rates regions based on the quality of living and the amount of volunteering.

It is a landmark study that has identified Lockhart Shire, with 34.8 per cent of the population volunteering, as the highest. And in a win for the region the Greater Hume came in next with a score of 33.5 per cent. 

The Happiness Project is a snapshot of quality of life across Australia and the aim is to further national debate, generate understanding and empower communities to advocate for change. It helps identify some of the regions that are battling with social, economic or environmental disadvantage.

Lockhart Shire Council Mayor Rodger Schirmer said it was unbelievable to be recognised in this study. However, he affirmed that the contribution of people in the shire was something those living in the region already knew. 

“We are a team and the community is a team … we work collectively towards good outcomes,” he said. 

“We are a friendly shire and this is a nice place to live,” he said. 

“Our shire couldn’t function without the volunteers.”

Cr Schirmer said it was a really good time to be mayor and there was a clear focus on achieving results.  

He said the information from the Happiness Project would be used in the future to promote the shire and the quality of life. Over the years several citizens in the shire have been recognised officially for their contribution.

The recognition came in the form of Order of Australia Medals and the shire’s Australia Day citizen of the year acknowledgements. 

Lockhart’s Rose Lehmann was awarded an Order Of Australia medal for her tireless contribution to many different organisations in the town. 

And earlier this year during the Australia Day celebrations Kelly Forrest of The Rock was presented with the citizen of the year award. The award recognised her contribution to the region.
