The estimate prepared by quantity surveyor David Robinson was requested by Greater Hume Council ahead of upcoming community consultation.
Initial plans adopted by councillors in November gave allowance for a hall area of 850 square metres, a separate function room, kitchen, bar and storage facilities.
The project has been championed by councillor Denise Knight, who later walked out of the meeting over comments made by Cr Tony Quinn during debate about another Jindera project.
Councillors were considering Cr Knight's request that options for fully sealing Jelbart Road be investigated, when Cr Quinn said it "opened the door" for others in the shire wanting their gravel roads sealed.
Cr Knight called out Cr Quinn for a comment made after stating his opposition.
"I'm not sure everybody heard the comment made from Cr Quinn ... and I would like him to apologise and retract that comment," she said.
"He indicated, as an aside while starring at me, some of us care for the ratepayers.
"The implication being you (Cr Quinn) don't believe I do."
Cr Quinn responded that Cr Knight could "draw her own conclusions" and Cr Knight excused herself from the meeting, commenting she would not put up with being talked to like "she's rubbish".
The meeting moved into closed council shortly after for an unrelated matter.
Meanwhile plans for the Jindera and Culcairn skate parks have been endorsed for construction, with each to cost $180,000.
Cr Knight questioned whether more input should have been sought for the final designs.
"I feel an unease that we went to the community, asked their opinion and we've since had workshops but haven't done further community engagement now those plans have changed," she said.
Engineering director Greg Blackie said the community groups had been kept informed as designs had evolved.
