A Victorian man arrested while trying to enter NSW without a permit has been bailed, with a court told he believes COVID-19 is "fake" and the legislation unlawful.

Barnawartha man Jarrad Michael Searby, 34, spent a night in the police cells following his arrest at Corowa on Wednesday.
Police say he tried to enter NSW from Wahgunyah about 11am without a permit.
Officers spoke to Searby as he drove a Mitsubishi Outlander with Victorian plates to a checkpoint.
He was given several opportunities to comply with police directions, which he allegedly refused.
The 34-year-old, who had his his wife and three kids in the car, did not have a valid exemption and was arrested.
He appeared before Albury Local Court on Thursday where he was granted bail to return on July 20.
Meanwhile two cousins charged with drug trafficking have also faced Albury court, with one refused release.
Mitch Johnson, 24, allegedly had 14.6 grams of ice on him when he was stopped while driving at Tocumwal on Wednesday morning.
His cousin Reece, 28, allegedly had 2.8 grams of ice in his underpants.
The court heard drug bags, scales, a vacuum sealing device, cash and a variety of drugs - which police say are steroids and GHB - were found in the Victorian registered vehicle.
"My client has informed me he has had drug issues," lawyer Angus Lingham said of the younger man, and said there was an argument the drugs were for personal use.
The pair came to police attention after appearing to be heavily drug affected.
The younger cousin was bailed to July 23, while Reece Johnson was refused bail and will return to court on Friday.
