David Webb will fulfill his new position on September 16 as he farewells his current job as director of engineering and environmental services at Lockhart Shire Council.
Mayor Bill Sheaffe said Mr Webb was chosen among six other candidates.
"David had impressive local government and private sector experience and has served his career to date in rural areas and we look forward to welcoming David and his family to Hay," Cr Sheaffe said.
Mr Webb said he was looking forward to relocating.
"I am excited for the opportunity to get to know the community and people of the shire," he said.
"The area has always impressed me with its welcoming and friendly nature.
"The council has some really great projects coming up and I look forward to delivering them for the community."
