Police pulled over a blue Holden Captiva on the Hume Highway at Table Top on Tuesday.
The vehicle had been detected at 128km/h about 11.40pm and a check found two children aged four and six in the back seat.
Both were not wearing seatbelts.
The 56-year-old said he had taken them off so they could lie down.
