Wegener, a Hall of Fame inductee of the league, is stepping down after 18 years as president and a further 22 as vice president.
The overall club champion award went to Brock Burrum Saints.
Osborne won the football and Brock Burrum took out the netball.
Kevin Tale from Jindera Football and Netball Club was awarded the 2017 Club Volunteer of the Year Award after all of the clubs nominated candidates.
The Hume league’s Rising Star Award was won by Rand Walbundrie Walla’s exciting midfielder Ryan Lavery from 17 other nominations.

Henty has moved quickly to replace outgoing co-coaches Matt Klemke and Simon Hillier, with the signing of Howlong mentor Joel Price.
Price will inherit a talented side with the Swampies boasting some of the league's finest teenage talent including 2017 Rising Star nominees Nicholas Murray and Andrew Yates.

Price, who stood down at the end of this season after four years of coaching Howlong, was a surprise choice after leaving the Spiders.
The Swampies after looking dangerous heading into the finals were a week one elimination after Rand Walbundrie Walla bundled them out.
Their seconds were beaten on grand final day by Jindera and have also lost big man Brent Ohlin to Dederang Mount Beauty in the Tallangatta District Football League.

Culcairn is also on the search for a coach with this season’s co-coaches Brendan Way and Adam Eady both stepping down.

The club will be hell bent on retaining its star midfield and leading goal kicker John Robbins.
Robbins, who travelled up from Melbourne with Dane Hallinan each week, kicked a total of 63 goals in the home and away season.
Jindera has made a great start to its 2018 season by signing former premiership player Trent Castles.
Castles has spent the last four years playing at Yackandandah.
