Albury highway patrol officers stopped the truck on the highway at Holbrook on Tuesday night.
They spoke to the 46-year-old driver about 9pm before searching the vehicle, and found 16,250 cartons of unbranded cigarettes.
There was no paperwork with the delivery and the truck, cigarettes and two mobile phones were seized for examination.
